Bradford Hammock

Jackson Lewis LLP

Bradford T. Hammock is a partner in the Washington, D.C. regional office of Jackson Lewis LLP, practicing exclusively in the safety and health area, and is a nationally recognized expert on occupational safety and health law.

Mr. Hammock’s national practice focuses on all aspects of occupational safety and health law. In particular, Mr. Hammock provides invaluable assistance to employers in a preventive practice: (1) conducting full-scale safety and health compliance audits; (2) reviewing and revising corporate safety and health policies; and (3) conducting manager and supervisor training on employee safety and health. Mr. Hammock works closely with employers to help them understand and implement OSHA rules.

In addition, he represents employers throughout OSHA rulemaking proceedings, including OSHA’s informal public hearings on proposed rules. Mr. Hammock also defends employers against OSHA enforcement actions. For an employer that is the target of an OSHA inspection, Mr. Hammock offers representation from the start of the inspection through settlement or litigation.

He joined Jackson Lewis in 2008 after serving for 10 years as an OSHA attorney within the Department of Labor including, most recently, for more than three years as lead counsel for safety standards. As lead counsel, Mr. Hammock managed 10 attorneys who worked with OSHA on regulatory initiatives, compliance assistance, and enforcement policy. He had direct responsibility for more than 20 major OSHA regulatory initiatives, including rulemakings on personal protective equipment, confined spaces, and crane safety.

Before his promotion to lead counsel, Mr. Hammock worked as a regulatory attorney for OSHA, focusing on ergonomics. He was one of the lead attorneys during the development of the ergonomics standard in 2000 and had primary responsibility for the Department of Labor’s comprehensive approach to ergonomics in 2002. Mr. Hammock is widely regarded as one of the nation’s leading experts on ergonomics.

Mr. Hammock received his B.A. in American government from the University of Virginia in 1992. In 1996, he received his J.D., magna cum laude, from Syracuse University College of Law.

With the launch of its national emphasis program on record-keeping, the Occupational Safety & Health Administration is focusing significant resources on trying to determine if employers are under-recording workplace injuries and illnesses. As part of this aggressive NEP, OSHA will conduct inspections of worksites in certain industries to determine if employers are adequately recording injuries and illnesses.

This course provides a detailed discussion of OSHA’s record-keeping NEP, and discusses OSHA’s concern with safety incentive programs. Finally, it outlines what employers should be doing right now to prepare for an OSHA record-keeping inspection.
